Public safety and security impact assessment (ESSP)
Preparing the public safety and security impact assessments required for certain development and construction projects, from site analysis to review by the competent committee.
Who needs it?
A public safety and security impact assessment evaluates, from the design stage of a project, the risks of malicious acts it may create or be exposed to, and proposes measures to prevent them. The French Planning Code requires it for certain development operations, certain buildings open to the public and certain facilities, depending on their nature, size and location. It accompanies the permit application and is reviewed by a dedicated committee.
Main steps
The assessment follows a structured approach, from analysis of the context to recommendations, and must be reviewed before the permit is issued.
1. Site assessment
Analysis of the urban context, crime and how the area around the project is used.
2. Project analysis
Identifying risks related to design, access, flows and operation.
3. Recommendations
Architectural, technical, human and organizational measures proportionate to the risks.
4. Review
Presenting the assessment to the committee, then addressing its comments.
From the first sketch to the committee's opinion
Support built into the project, working with the project owner, the architect and the engineering firms.
Writing the assessment
Assessment, risk analysis and recommendations in a clear, well-argued document.
Dealing with the authorities
Preparing and presenting the assessment to the competent committee.
Design follow-up
Checking that the recommendations are carried through as the design develops.
Commissioning
Help putting the measures in place when the site opens.
